The zilla parishad is the supreme institution of Panchayati Raj. The Zilla Parishad basically serves as the policy-making and guidance of the Gram Panchayats and Panchayat Samitis. Panchayats or gram sabhas existed as autonomous institutions in ancient India, which had separate and well-organized functions. The institution of the panchayat not only represented the collective will, but also the collective wisdom of the entire rural community.

Like other parts of the country, gram panchayats were also present in Rajasthan. British rule introduced a highly decentralized system of administration of justice, which changed the situation and gave a blow to the system of gram panchayats. In the time of Viceroy Lord Ripon, there was an attempt to establish local bodies.

In Rajasthan, the princely states of Jodhpur, Bharatpur, Jaipur, Sirohi, Udaipur and Karauli enacted laws on panchayats. Bikaner state had its own Gram Panchayat Act in 1928. Thus, at the time of independence, panchayats were functioning in some of the erstwhile princely states, while no such institution existed in other states.
